Board. Hell bent in pushing thru plans regardless of
consequences. Only time can temper him.
Councilor Eufemio A. Parana
Chairman: Appropriations
Member: Fire, Landed Estates,
Assessments, Engineering and Public Works, School Ways and
Means, Police Matters and Ordinances.
NP; 3rd Temper; Lawyer, soldier
and politician by avocation; uncompromising supporter of
what is right rather than what is beneficial for the City
or for himself; a young man with a future just incase the
plan to redistribute the Negros Occidental Congressional
districts will materialize.

Services, School Ways and Means and Police Matters.
NP; Civil Engineer, businessman,
and first Engineer councilor of San Carlos. First taste of
local politics just for the kick of it, that he may be
able to contribute to the progress of the city.
Councilor Loreto Y. Apuhin
Chairman: Police Matters
Member: Appropriations &
Ordinances.
NP; Educator, lawyer, soldier,
journalist, self - anointed hatchetman of corrupt and vile
local public officials. Sponsor of several ordinances
during the past two (2) administrations. Finds the city a
monotonous place to live in if everyone agrees with him.
To him philanthropy is good only when it serves the needy
and generosity is sometimes hypocrisy.
Councilor Filomeno B. Kyamko
Chairman: Fire, Landed Estates
and Assessments
Member: Appropriations, Labor and
Public Services, Engineering and Public Works, and
Sanitation.
NP; Model employee, playwright
and dramatist. To complete a well-balance local
legislative body representing all walks of life for better
pieces of local legislation, the city needs Nonong. To him
life is a drama wherein the public must appreciate, and so
is local legislation and city management where the people
must be serves well.
Councilor Osmundo V. Gaviola
Chairman: Labor and Public
Services
Member: Appropriations, Market
and Sanitation and Police Matters.
NP; Public Service Dentist,
sportsman and local legislator. Champion of the poor and
the downtrodden; President's intimate. Big ideas need big
minds to execute, says he; Go-getter of the city's needs
from above. A VIP.
Councilor Oscar B. Quisumbing
Chairman: Market and Sanitation
Member: School Ways and Means.
NP; Physician, Dean of the
Councilors (4 terms). Encouraged professionals in taking
active part in the City Management rather than leave the
town to the seemingly wise and inexperienced public
officials. Finds politics a good pastime and more of the
"give" than "take" proposition.

NP; Farm Manager; Barrio
Lieutenant; the Board Needs a farmer and a barrio official
to represent the bulk of the City's hinterland population.
