Join the revelry and fun of the “San Carlos Annual Fiesta” on November 3-5, 2004. This event will be hosted and sponsored by the city government of San Carlos and centers on providing the best entertainment for the people of San Carlos and the visiting balikbayans (San Carlosenos now living outside of San Carlos).
Various party-themed activities have been conceived just to make this year’s fiesta a truly remarkable and memorable one. On October 30, it will kick off with the Talent Night of the Miss San Carlos, then a masquerade ball “Balik – San Carlos” for the balikbayans on October 31 and finally takes a full throttle with the Pintaflores on November 5!
Our beloved San Carlos is evolving into a city of boundless possibilities. But don’t just take our word for it! Strategic Location
Lying along the coast of Tanon Strait at the northeastern part of Negros Island, San Carlos City is strategically located at the crossroads of Cebu City, Bacolod City, Iloilo City, and Dumaguete City making it the best gateway to and from these cities and the provinces of Cebu, Negros and Panay.

and 145 km. (coastal road)
Dumaguete City : 167 km. (coastal road)
Cebu City : via Toledo City, 15 nautical miles across Tanon Strait.
Land & Resources

Total land area: 45, 150 hectares characterized as vast fertile agricultural lands and real estate.
No. of barangays: 18 barangays: six poblacion barangays; two coastal barangays, eight mountain barangays, and two island barangays in Refugio Island (Sipaway).

Economic Zone: San Carlos City has a 405-hectare PEZA-approved SAN CARLOS ECOZONE of San Julio Realty, Inc. comprising of industrial estate, residential and commercial complex and eco-tourism estate. CARP-exempt land.
Infrastructure

Roads. All-weather farm-to-market roads interconnect all mountain barangays to the city facilitating transport of agricultural products, and availability of production and technology inputs for improved productivity. The Negros Translink Highway, aside from serving as farm-to-market road, also connects San Carlos City to Bacolod City by a shorter distance of 86 kilometers.
New port with deep water berthing facility. The multi-million San Carlos port was newly upgraded and expanded by the Philippine Ports Authority and capable of accommodating various port buildings, facilities and container vans.
Water supply system. The San Carlos City Waterworks Dept. provides potable water services to the poblacion and mountain baranggays of the city.
Transportation, communications and power facilities. San Carlos City is also operating its Integrated Land Transportation Terminal and Farmer’s Market. Electric power is also available in most mountain baranggays of the city.
Community airport. Development of phase 1 of the planned community airport is on-going per development plan for year 2000-2005. Phase 1 will accommodate 12 to 30-passenger aircrafts.
Development thrusts
Development plans in San Carlos City is governed by a Master Development Plan which comprehensively covers economic development, social development and environmental sustainability. Development is strategically spread in the urban and the rural areas that are identified as growth centers to truly bring socio-economic development to the countryside.
Environment resource management is an integral part of the development plans of San Carlos City to ensure safety and continued availability of natural resources, food supply, water resources, and effective solid waste management.
NGO Participation. Two NGOs funded the preparation of the Master Development Plan by a group of world-renowned consultants led by Urbis Phils., Inc. These are the Ford Foundation through the J. F. Ledesma Foundation, Inc. of San Carlos City and the Consuelo Alger Foundation of Hawaii. NGOs are also involved in the actual implementation of the Plan. Aside from JF Ledesma Foundation, Inc. and Consuelo Foundation, Genesys Foundation is currently involved in solid waste management, coastal resources management, watershed management, and the mariculture program in Sipaway Island which has been groomed to become a marine sanctuary. San Julio Realty, Inc. is active in marketing San Carlos City’s potentials as investment destination in the country.
Achievements

A lot has been accomplished by San Carlos City in socio-economic infrastructure development, but its crowning glory is in reaping prestigious awards for its innovation and political will in carrying out ambitious, sustainable and replicable programs. These awards particularly are the two Galing Pook Hall of Fame awards garnered by the city after four of its programs won top awards in the Galing Pook search, namely: Buluangan Fishport, top 20 (1995); Lote Para sa Mahirap of Homelot Program for Squatters, top ten (1996); Daan sa Kaunlaran/Brgy. Nataban Baranggay Site, top ten (1997); Punongkahoy sa Bawat Pumanaw or Cemetery/Memorial Tree Park program, top ten (2000), and Agricultural Productivity Training Center, a joint project of the city and JF Ledesma Foundation, top twenty in the LCP Best Practices Award (2002).

Pintaflores Festival

San Carlos City is not only well-known in the realm of public service. Its annual Pintaflores festival has become a byword of the people’s creativity. It was popularized by the Pintaflores dancers who won top awards and drew praises in Bacolod City (where they bagged the Panaad Sa Negros Hall of Fame award in street dancing), Cebu City (Sinulog), Iloilo City, Roxas City, and other places in Negros Island. Pintaflores is a yearly cultural festival of San Carlos City that culminates on November 5 in a fascinating street dancing competition among floral-painted dancers in colorful and floral-inspired costumes.
