The Master Development Plan plans to make the city known for the hospitality of

What the Master Development Plan
really wants is to boost the city's Tourism Industry in turning it into a place
where people would always want to come back to.

The Master Development Plan will create job opportunities in
order to avoid brain drain. San Carlos City will not only be for a selected few
but everybody would be given the opportunity or responsibility to
participate.
